Project Overview
This project is intended to build spectrum management expertise in the Caribbean and to reform and harmonise policy approaches to spectrum management in the region.
These goals are being accomplished through a programme of training, fieldwork, data collection and analysis and face-to-face consultations.
The project aims to promote a regional environment of regulatory certainty that encourages private sector participation and investment and ensures that spectrum is utilized efficiently, economically and rationally in keeping with the rapid evolution of wireless technologies and services.
The first phase of the project (2005 to 2008) produced a Caribbean Spectrum Management Policy Framework document through the establishment and the efforts of a Caribbean Spectrum Management Task Force. It is envisaged that such a Task Force (or otherwise named group of regional spectrum management practitioners and experts) would be sustained for on-going management of the spectrum.
Caribbean positions formulated during the different phases of the project will be represented at international fora.
Objectives of the Project
- Harmonization of Spectrum policies.
- Development of consensus on new approaches to spectrum allocation, licensing, and assignment.
- Improved Caribbean spectrum management.
- Formulation of an indicative Caribbean frequency allocation table.
- Establishment of a Caribbean Spectrum Management Task Force or standing group of specialists.
Implementation Methodologies
The training programmes will be delivered through multiple channels utilizing various sources of instruction and expertise e.g. the International Telecommunications Union (ITU) Centre of Excellence Caribbean Node, the inter-American Telecommunications Commission (CITEL), academic institutions and others via classroom lecture, workshop, on-line and distance education teaching formats.
Also included are spectrum audits and monitoring exercises executed by specialists working directly with member states.
Face to face consultations will be facilitated by experts in spectrum management.
Support Required For Success
- Participation in the project is open to all Caribbean spectrum management stakeholders.
- It is anticipated that the consultative process of the project will create the opportunities for ministerial directions to be addressed and incorporated into the Policy Framework.
- The CTU proposes to secure funding to assist stakeholders in attending and participating in the project.
