The Telecommunications Strategist is the Secretariat’s primary advisor on issues of ICT regulations and policy and provides the strategic planning support for directing the activities of the Union.

Mr. Taylor is an expert advisor on Internet Governance and has published research on e-Commerce diffusion in the Journal of Information Systems for Developing Countries. He heads the CTU’s Caribbean Centre of Excellence

Mr. Cassimire has extensive experience in the Telecommunications field having worked at the executive level in public and private sector ICT organisations. He is the lead consultant on Spectrum and Internet Governance issues.
